Can´t connect to full server with essentials.joinfullserver permission

Hello, i want reserve slots for VIPs, mods and admins so i added permission essentials.joinfullserver to them, but they still can´t connect!

I already tried solve this problem with support on IRC, but they send me here to post ticket.

Do i really need change permissions plugin?
